Homeless Prevention & Rapid Re-housing Program

Springfield received $815,869 for a Homeless Prevention & Rapid Re-housing (HPRP) grant.

As part of the American Recovery & Reinvestment Act (ARRA) Stimulus package, Springfield received $815,869 for a Homeless Prevention & Rapid Re-housing (HPRP) grant.  The goal of the program is to provide homelessness prevention and rapidly re-house people who would otherwise be homeless.

The proposed program for Springfield includes working with the Springfield Clark County Housing Collaborative and Job and Family Services of Clark County (JFSCC). The program will utilize both financial assistance and housing relocation and stabilization services to address the increasing number of people facing homelessness by using a three-tiered system of which each customer will be evaluated based upon need and resources available. Applicant families or individuals who are eligible could receive a maximum of $1,000 for housing and/or utility assistance under the program guidelines.

Customer income has to be at or below 50% of the Average Median Income (AMI) and the family or individual must be homeless or at risk of becoming homeless as well as having no other housing options or lack the financial resources needed to obtain immediate housing or remain in existing housing.

From November 1, 2009 to January 15, 2010, JFSCC received a total of 335 applications.  To date, 169 families and individuals received help with rent, housing deposits and utility assistance.  Because of limited funding for the HPRP program, JFSCC stopped taking applications on January 18, 2010.  If additional funds become available in the future, the application process will begin again.
